Professor Mervyn King, FBA, discusses the difficulties of understanding and explaining how luck, fate and uncertainty affect collective decision-making. Taking pensions provision as his principal example, Professor King examines various means which would enable risk to be avoided or shared, and thus reduced for individuals. While not making any recommendations, Professor King also looks at the government's role in this, both in terms of protecting current pension holders and optimising provision in the future.
